Whilst Mark recently retired from SWW at the end of July 2025, he is now providing technical support to Regulators and Water Companies on regulatory incentives, business plan submissions and developing potential future policies.

Mark has had a relatively unique career in the Water Industry having worked in Water Companies and as a Regulator, he is able to translate the regulatory framework into practical deliverables which makes a real difference in the delivery of the capital programmes and asset management prioritisation. This has also translated into other sectors and in particular the review of asset management of flood and coastal risk management (FCERM) within the EA.

The role of Chief Engineer at the new combined regulator, has been identified by Government as being one of the key new roles within the new developing regulatory landscape – as the last Chief Engineer at Ofwat (departed in 2015), Mark has a number of observations and views around how the new Chief Engineer role should be developed and delivered.

Chaired the DWMP national implementation group for cycle 1.
