Mark Worsfold – Director
A senior Director and Non-Executive Director with over 35 years of leadership experience in operational, asset management, capital delivery, investment planning and regulation within water and wastewater network utilities, infrastructure and flood defence. Including significant leadership roles within South West Water (SWW), Ofwat, Yorkshire Water, consultancy and contracting.
Whilst Mark recently retired from SWW at the end of July 2025, he is now providing technical support to Regulators and Water Companies on regulatory incentives, business plan submissions and developing potential future policies.

Providing advice and expert solutions
Mark has had a relatively unique career in the Water Industry having worked in Water Companies and as a Regulator, he is able to translate the regulatory framework into practical deliverables which makes a real difference in the delivery of the capital programmes and asset management prioritisation. This has also translated into other sectors and in particular the review of asset management of flood and coastal risk management (FCERM) within the EA.
The role of Chief Engineer at the new combined regulator, has been identified by Government as being one of the key new roles within the new developing regulatory landscape – as the last Chief Engineer at Ofwat (departed in 2015), Mark has a number of observations and views around how the new Chief Engineer role should be developed and delivered.
Water
Experience of operational, mains renewals and rehabilitation to development of business plans and asset management delivery plans.
Wastewater & Environment
Understanding of wastewater compliance and delivery, including recovery plans, WINEP improvements, asset management plans, DWMP and capital delivery plans.
Chaired the DWMP national implementation group for cycle 1.
Asset Management & Planning
An asset management professional since 2009, involvement in seven price reviews and former Director of Asset Management at SWW and Chief Engineer at Ofwat. Secured ISO 55001 accreditation for SWW.

Regulators
With six years working at Ofwat, but also a further 20 years in regulated industry which has included engagement with Government (Defra) and significant engagement with EA and DWI.

Water Companies
Director of Asset Management at SWW and significant leadership roles at Yorkshire Water, WaterUK and UKWIR.
Mark was an UKWIR Board member for 9 years up to end of July 2025.

Supply Chain
Mark has worked as a consultant, contractor and within a Council Sewerage Agency before moving into a water company.
He engaged with the Supply Chain through the delivery of Capital programmes at SWW and Yorkshire Water.
Engaged with British Water as Chief Engineer at Ofwat and collaborated on the InfrastructureUK report concerning “Cyclicality of investment”.
